Manage custom_config snippets with Cluster API

We have several snippets for the custom_config of virtualhosts. It would be nice when we can list, create, update and disable/destroy (soft-delete as they might be used by virtualhosts) those with the API. Especially useful for customers who rather not have root access to their cluster(s).
